ARTICLE II. PURPOSE The purposes of KCMSE are as follows:
ARTICLE III. MEMBERSHIP Membership shall be open to all who are interested in mathematics and science education. The membership fees shall be established by the Executive Board. Only members of the KCMSE may hold office in or become appointed members of the executive board. ARTICLE IV. OFFICERS A. Officers of KCMSE will be as follows: 1. President These officers shall serve two years and may serve consecutive offices. The term of office for the elected offices shall begin on June 30. To facilitate the continuity of leadership, an alternating election schedule will be in place. In odd years, President, Treasurer, and Membership Chairman will be elected. In even years, Vice President and Secretary will be elected. Vacancies in any of these offices shall be appointed by the Executive Board. B. The administrative structure will be as follows:
ARTICLE V. COUNCIL MEETINGS The general meetings of KCMSE will be scheduled by the Board of Directors in accordance with the by-laws. ARTICLE VI. AMENDMENT PROCEDURE Any active member may propose changes in the constitution by submitting the proposed changes in writing to the President. The president will then present this amendment to the vote of the members at the next election of officers as a part of the ballot. Discussion of the proposed changes may take place before the vote at the meeting. Such amendments will become effective when approved by the majority of members present at the meeting. ARTICLE VII. DISSOLUTION If at any time the KCMSE ceases to carry out the purposes herein stated, all assets and property held by it, whether in trust or otherwise, will, after the payments of its liabilities, be paid over to an organization which has similar purposes.
BY-LAWS OF THE KEYS COUNCIL FOR MATH AND SCIENCE EDUCATORS ARTICLE I. DUTIES AND ELECTION OF OFFICERS A. Elected officers shall serve two years and may serve consecutive offices. Officers will be installed and their term will begin at the spring meeting. To facilitate the continuity of leadership, an alternating election schedule will be in place. In odd years, President and Treasurer will be elected. In even years, Vice President and Secretary will be elected. B. Duties of Officers: The PRESIDENT shall preside at all meeting, appoint a chair for each committee, direct officers in their duties, act as chair of the Executive Board, be the delegate to the annual FCTM and NCTM meetings, and, in general, be responsible for the affairs of the Council during the term of office. The VICE-PRESIDENT shall perform the duties of the president when requested to do so or whenever the president is unable to perform his/her duties. The vice-president shall serve as chair of the nominating and teacher of the year committees, and shall serve on the tournament committee. The SECRETARY shall record the minutes of the meetings and read these when called upon to do so, conduct correspondence in the name of the organization, and be responsible for any other related duties. The TREASURER shall collect and disburse monies as directed by the Executive Board or the Council, received dues from the membership chairman, and is responsible for any other related duties. The MEMBERSHIP CHAIRMAN shall collect dues and turn them over to the treasurer, prepare and maintain a current roster of all members, and a report shall be made at each general meeting and at each meeting of the Board of Directors. C. Nomination of Officers:

Replacement of Officers: In the event that it becomes necessary to replace one of the officers of the Council, the Board of Directors will appoint a replacement to complete the vacated term of office. ARTICLE II. DUTY OF SCHOOL CONTACT It will be the duty of the School Contact, under the direction of the Membership Chair, to promote participation in the County Council. The school contact will also be responsible to disperse information to members at his/her school regarding meetings, events, etc. ARTICLE III. CONVENTION EXPENSES The president is the delegate to the state convention, either FCTM or FAST, and his/.her expenses will be defrayed by the treasury, provided they are not funded otherwise. The amount of such defrayment will determined by the executive board. ARTICLE IV. DUES A. The membership dues will be $10.00. ARTICLE V. COMMITTEES The standing committees will be as follows:
ARTICLE VI. QUORUM A quorum to transact business will consist of those active members present at any general meeting. ARTICLE VII. MEETINGS A. General meetings will be held two (2) times a year. Dates will be set by the Board of Directors. B. Additional meetings may be called by the
Board of Directors, held at times and places ARTICLE VIII. AMENDMENT PROCEDURE Any active member may propose changes in the by-laws by submitting the proposed changes in writing to the President. Such amendments will take effect when approved by the majority or members present at the meeting. ARTICLE IX. PARLIAMENTARY AUTHORITY The rules contained in Robert’s Rules of Order-Revised shall govern KCMSE in all cases to which they are applicable and in which they are not inconsistent with these by-laws and any special rules or procedural order KCMSE may adopt. ARTICLE X. ORDER OF BUSINESS The order of business will be as follows: A. Call to order ARTICLE XI. TEACHERS OF THE YEAR The council will award Teacher of the Year Status to a Math and Science Teacher each year, rotating between k-5 and 6-12. Nominations will be solicited from principals and other appropriate personnel as well as the general membership. Upon receipt of the nomination, the executive board will consider all applications and determine the recipients. The five officers of the council are not eligible for receipt of these awards while they are in office, although they may be nominated.
